A young lion prince is cast out of his pride by his cruel uncle, who claims he killed his father. Childlike Englishman, Mr. Bean, is an incompetent watchman at the Royal National Gallery. Fooled, Mr. Bean must now successfully unveil the painting or risk his and a hapless Los Angeles curator's termination.

Mr. Bean wins a trip to Cannes where he unwittingly separates a young boy from his father and must help the two reunite. On the way he discovers France, bicycling and true love, among other things.
